On March the 3rd, Russian President Vladimir Putin submitted to the State Duma for ratification a protocol amending the agreement on peacekeeping activities of the CSTO (Collective Security Treaty Organization), which provides the concept introduction of “coordinating state”.
The protocol introduces the concept of “coordinating state” and anticipates that under its protection a collective CSTO peacekeeping force is established for usage in the United Nations peacekeeping operations.
The project protocol claims that the “coordinating state” is one of the member states, which is defined by the highest governing body of the CSTO – the Collective Security Council.
According to former Foreign Minister Pavlo Klimkin, in this way, Putin is trying to come up with such reasons to leave his army in Ukraine.

“He wants to leave the peacekeepers on our territory and threaten others,” Klimkin said.
